Profile summary

Russ is the Programme Director for the BSc Professional Policing.

Prior to this Russ had a 30-year career in Policing in two UK Police forces; Kent and the Metropolitan Police Service (MPS).

Whilst in Kent Police Russ spent 5 years working on the Major Crime Department and was involved in over 40 Major Crime investigations many of which were murder enquires. Following this he spent 5 years as a Detective Inspector and an Intelligence Manager at West Kent and supervised all intelligence matters including collection, dissemination, and related action. Russ was an advanced trained Controller of Covert Human Intelligence Sources during this time.

Russ was then promoted to Chief Inspector and was District Commander at Tunbridge Wells for 3 years and then seconded to Kent County Council as the Lead Officer for Safer and Stronger Communities. Following this Russ took up post as Deputy Area Commander at Medway. Russ was then promoted to Superintendent and was appointed Head of Partnerships and Crime Reduction and then Head of Intelligence.

Russ then transferred to the MPS as a Chief Superintendent and was Borough Commander at Lewisham for 3 years, during which time he was selected by the College of Policing and spent time as a Visting Fellow working at the National Police Academy in Hyderabad, India training senior police officers.

Russ completed his police career working at New Scotland Yard, Capability and Support, advising Borough Commanders on their policing strategies and plans.

Russ has also been Head of Intelligence for the National Food Crime Unit, part of the Food Standards Agency, collecting and disseminating intelligence of fraud in the food industry.

Russ was also Manager in the Kent Resilience Team and Chair of the Threat and Risk Assessment Group for Kent.

Research and knowledge exchange

Whilst Head of Intelligence for Kent Police Russ discovered a process used by Los Angeles Police Department (LAPD) called Predictive Policing (Predpol) that was claiming significant crime reduction.

Russ researched this process and travelled and worked with the founders of Predpol; Professors Jefferey Brantingham and George Mohler and LAPD officers and brought this process back to Kent Police where he project managed its full implementation into Kent police. On transferring to the MPS Russ also introduced this at Lewisham. Russ has presented on Predpol in the UK, India, and Australia.

Lewisham at the time was a declared “Gang Borough” and suffered significant gang related crime, so much so that 2 Armed Response Vehicles were assigned to the Borough every shift. Russ has worked as a SME on Gangs working with Red Quadrant and Mayoral Office of Police and Crime.

Teaching and subject expertise

Russ has been involved in management positions for over 30 years and specifically risk management in Policing and when working for the Kent Resilience Team, responsible for assessing with partners all 130 risks in the National Strategic Risk Assessment (NSRA) for their impact to Kent. There are 10 risk categories in the NSRA including Serious and Organised Crime and Counter Terrorism risks.

Russ is a Chartered Manager and a Fellow of the Chartered Management institute, he is a Fellow of the International Security Management Institute
