Effective 24/7 Points of Contact on Cybercrime

The specific objectives of the project are to:

• Gather, collate and analyse information about existing formal and informal mechanisms for cooperation.
• Test the efficiency of 24/7 PoC mechanisms within the wider criminal justice system through a series of study visits and desktop exercises.
• Identify the most effective methods of cooperation.
• Identify the need for new national and international legislation and procedures for international cooperation and how these needs might be met.
• Produce recommendations for improvements in current systems and practises.

• 24 months in duration.
• Began 1 September 2014 (ends 31 August 2016).
• Total budget of 367,000 Euro (330,000 Euro from the EU).
• Co-beneficiaries: Prosecutor’s Office attached to the High Court of Cassation (Romania).
• Associate partners: Interpol, Council of Europe and the Turkish National Police.
• We will analyse existing international cooperation mechanisms, initiatives and actions that have sought to identify methods of enhancing investigative and prosecutorial actions for cybercrime and other crimes involving electronic evidence.
• We will look at initiatives such as the G8 countries' 24/7 network, Interpol’s I-24/7 system and the requirements of the Budapest Convention on Cybercrime.
• We will disseminate the findings of the project to all interested parties. (For example, to the European Cybercrime Training and Education Group (ECTEG), the Interpol general assembly, the Council of Europe Octopus Cybercrime Community (via online forums) and the G8 forums concerned with cybercrime and countering cyberattack).

The opening meeting of the conference tool place at CCCU in the week of 12 th January 2015, with delegates attending from Austria, Croatia, Czech Republic, Finland, Germany, Greece, Hungary, Ireland, Latvia, Lithuania, Malta, Norway, Portugal, Romania, Spain, Turkey, the UK and the United States.  Three days of presentations and group discussions examined the current regimes and sought to identify issues that will be addressed during the remainder of the project.
