As public sector organisations explore ways of tightening their belts, Canterbury Christ Church University, in partnership with Shared Service Architecture, has established the UK's first postgraduate qualification in public sector shared services (PCSS).
The PCSS programme is for public sector managers who wish to study the effective design and management of shared service initiatives within their sector. The six month, part time course will provide the knowledge and skills to initiate and develop shared service projects, with the potential to save employers thousands of pounds.
Wim van Vuuren, Programme Director at Canterbury Christ Church University, said: “Many organisations in the public sector are looking at cutting budgets by sharing core elements of their back office processes, for example HR, finance and procurement services.
“And most councils are moving a step further and considering sharing resources on a number of their statutory functions, for example planning, highways, legal services, building control and revenues and benefits.”
“However, research at the University has shown that developing shared services requires specific skills and knowledge and that the average time for a shared service to be created is about three years.
“The problem is that we no longer have the luxury of three years. So, the six-month PCSS will develop those skills and knowledge across managers in the public sector to work to accelerate and deliver shared services more quickly. It also provides employers with a ‘road-map’ for sharing with compatible organisations.”
Applications for the February start are now being received, with another opportunity for studying available in October 2011.

The postgraduate certificate is open to public sector managers with a first degree or similar qualification. The programme is a 60 credit, level 7 postgraduate award. It has three 20-credit modules and is expected to be completed across a six month period.
