She acted as Specialist Adviser to the ‘House of Commons Select Committee for Transport on the Inquiry into the future of UK ports’. More recently she has secured substantial grants (300,000 Euro: 2008-2011) from the European Commission for projects that promote the use of water freight transport in the EU member states.

A graduate of Lancaster University with a BA (Hons) in Economics, she went on to qualify as a Chartered Accountant with Price Waterhouse Coopers in London (5 years). Heather joined academia in 1992, gaining an MSc in Business Finance from Brunel, and a PhD in Currency Risk at London Guildhall whilst lecturing in accounting and finance.

She was Director of the ‘Centre for International Transport Management’ at London Metropolitan University from 2003 before becoming Head of Consultancy for the ‘Global Policy Research Institute’ in 2008. During that time she established and was Director of the government funded agency 'Sea and Water'.
