Composition:

Six (6) members               -      Being members of the Governing Body, or other persons, as decided by the Governing Body on the basis of recommendations from the Chairs' Committee.

Three (3) members        -            Two (2) of whom shall be Governors other than the Vice-Chancellor and the Deputy Vice-Chancellor

Reports to the Finance and General Purposes Committee

Clerk to the Governing Body

Frequency of meetings:

Normally three (3) times per annum

Terms of Reference

General

To be responsible  for advising the Finance and General Purposes Committee with regard to:

·       within the context of the University’s Strategic Plan, oversight of the University’s employment policies and practices in accordance with all statutory requirements, the provisions of the Articles of Government, good practice, and within such national framework as may exist in relation to pay and conditions of service,.

·       oversight of the actions taken by the Vice-Chancellor within his delegated responsibility under the Articles of University Government for managing the University.

·       the University’s links with external bodies connected with employment in the Higher Education Sector including Employers’ Associations, Pension Funds, etc.

Specific

To be responsible to the Finance and General Purposes Committee for ensuring:

·       that pay and conditions of employment are properly determined and implemented.

·       that the University complies with the requirements of employment law.

 ·     that the University has in place Human Resources policies and procedures, e.g. recruitment, promotion, staff development, health, equal opportunities, appraisal, welfare, grievance, discipline, and working time directive.

·       that there exists an effective mechanism for consultative negotiations with staff representatives, including the recognition of the staff trade unions, and to receive periodic written reports on such arrangements.

Exclusion:

The salaries, conditions of service, etc. of designated Senior Staff are the responsibility of the Remuneration Committee.
